Satellite financing checklist

A satellite financing turns on a short list of questions that do not arise in other infrastructure. Work through each before the term sheet is signed. The first section is free; the rest unlocks with a free sign-up.

1Licences and spectrum

  1. Which licences does the system need, and who holds each: space station and earth station licences, spectrum, remote sensing, landing rights?

The licences are often worth more than the satellites, and lenders cannot hold most of them directly.

eCFR: 47 CFR Part 25 (satellite communications)

  2. Are the ITU filings in place, and which national administration made them?

ITU priority belongs to the administration acting for the operator; lenders rely on the operator keeping that relationship.

    ITU: Radio Regulations

  3. Are the licences held in a ring-fenced company whose shares can be pledged?

Enforcement is usually a sale of that company, with the regulator's consent.

    Guide: Spectrum as collateral

  4. What would a transfer of control need from each regulator, and how long would it take?

In the US, FCC consent is needed before control passes; build the timing into enforcement.

    47 U.S.C. § 310 (licence transfers)
